Best Way to Find New Links for Creating Backlinks for SEO?

Hi,
I have been doing SEO from so many months now. There is a little problem I am facing i.e., As you all know gaining good PR links is very tough these days and for that you require good websites or any kind of list on which you can work out. I searched Google a lot but not found anything helpful. Kindly tell me where do I find some good PR website links where I can have a back-link of my own website. This is really difficult.
