Promte a link exchange network

Hello mates, I am running a free one-way link exchange network. While promoting it to webmasters, I met some blocking issues.
When I write post at webmaster forum, it was removed by administrators because they don’t permit promotional post.
When I try to join other link exchanging network to get my network exposed to other webmasters, my account was suspended because they think it is their competitor.
Now I am confused where and how I can promote my link exchange network, could you give me some suggestions? Thanks in advance.
