I Need a Custom Theme Done

Hi Guys,
I need a two page simple WordPress theme created asap! The home page will have four images and text next to the images, I need the images to rotate individually and responsive!
For someone who is good at building themes, this shouldn't take more than 3 hours.
I have a small budget for this.
I will send you the mock up.
I am only looking for someone who can do it asap. I have also other projects. So, am looking for a long term business relationship.
