IFrame a site onto another domain with header ad…

So, I found a website that is extremely popular, but I think that more people would visit it if it had a different domain name that was better optimized. So here's what I was thinking.
I'd like to buy a domain name that relates to the content of this other popular website and then simply create a new header image with a logo for the domain I purchased and a single advertisment. Then, below that, I'd create an Iframe with the other site. Is this legal?
