WHAT IS THE BEST WAY TO DERIVE GEO TRAFFIC

What is the best way to drive traffic from certain locations(states,cities) within the United States to my site?
The point is i only wants traffic from certain specific US states and cities.
Is that possible? if so how do i do that?
