site suspended on google adwords

Hi,
I am trying to advertise a site that is suspended on google adwords.
My salesman has come up with the idea of building a mini site with a link to the suspended site.
Would google adwords allow this.
I cant ask him to do it if he would lose his adwords account it would cripple him.
Is there any way around advertising a suspended site please?
