PHP + API Wrapper Integrator Needed for custom dowtime check script

Dear DP Members,
I am looking for some programming minds who could complete a API + PHP integration to do a downtime check on servers on VPS servers. All the API codes and php wrapper is available and just need to be combined with custom codes.
What the script needs to do:
1. A page where admin can enter URL/IP list. (Details should be stored in database in encrypted form)
2. Check/Ping the list of URL's / IP's in certain interval of time say 15 min
