Is this a scam?

Hey,
Need some help.
I want to know if this email is a scam?
I received an email from him, saying he is interested in my domain and asked for a price. I gave him a price around low $xxx and he replied with:

I suggest to change your price to $15,000 for all your domains. My buyer is very rich. I work on a commission basis. He pays me 5%-10% on ever sale.
So I'm not interested in low ball offers. In this case I will earn more on the sale. You will earn much more too.
