how to add 60 USD to Payoneer to be shipped via DHL

Hi,
I need ur help. My payoneer card has not arrived yet. I want to pay 60 uSD for it to be shopped via DHL. So i dont know how i add that 60 USD to my virtual account. I contacted Tehran support, they told me to connect to paypal. BUt how do i connect it to paypal? Should I open new Paypal? How is this process done? HAs anyone done this before?
