000webhost seized my site

My site is Suspended (Overloading MySQL server)
I would like to turn it back on 000webhost but first wants to be paid.
"If your account was suspended due to terms of service violation, it could be unsuspended only after upgrade."
I then asked at least to get me back my data and close the site.
But I always want to first upgrade the account.
Is it proper?
I have no right to have access to my data?
