How do you get targeted high traffic to your website?!

Well, I have been using many methods to generate traffic to my website and reading many of the posts here and there about how to get high traffic to your website (real targeted traffic) low cost with high conversion.
I have tried the following but didn’t receive the results I am aiming for
Forum posting: Good technique to get free traffic and build links but you always get your account banned even if you are using it wisely.
Twitter: I have over 13,000 followers and growing by 500 on daily basis. I don’t get more than 20-40 clicks from each tweet.
Facebook: Fan page & pages postings. Same as twitter
News & Articles: Generates good traffic but can’t be done frequently
SEO: I am optimized and on First page on most keywords yet traffic is quiet low
Link redirects: High bounce rate, returning visitors is minimum
Tumblr & stumble upon: The major traffic you get […]
