Higher conversion rate = more money ?

I have just recently found out that not always better conversion rates is more money to the affiliates.
The specific market is the online lottery market which is now rocking since the new jackpots and games on the Lottery games. ( BTW – as affiliates you can try this one http://tinyurl.com/22lottery ). Anyway, more traffic is coming to the PPC campaigns, more Signups and higher conversion – all are looking for the Mega millions BUT, where is the money? will come next month only, if will come even later.
These are the lottery businesses. live with it
