How to re-direct people from CPA offer to your landing page

What I am Basically saying is this:
1. The user visits my website which
contains an Property Offer
2. At the top of the website there is
an incentive saying something like
To get the ‘free ebook’ complete the
below offer (Property Offer)
3. After the user completes the offer
he has to be re-directed to the ebook
which I have created.

I am currenly in BlamAds and AdscendMedia
Anyone know how to do re-direct the people who
have completed the offer to the thank you page
(lead them to the download page)
