Uploading IPA files to Mobile Ad Network?

This will probably sound like its coming out of left field. Please excuse my newbness. Trying to understand this world.
I have a compiled IPA file with some flash animation. Was hoping to find a mobile ad network where I could upload it onto for use on Iphone/Ipads. All I see are options for png,jpg, etc.
Could someone hit me with the knowledge?
Also looking for a mobile ad network where I can upload full page interstitial ads with my flash animation. Ipad specific of course.
