Is paid per click program what i need, or affiliate program?

We have a new website that we want to showcase holistic resorts, retreats, workshops, seminars, etc.
What we want to do is when a visitor sees a showcased resort (as an example) on our website, and clicks to go to the resort’s website, that we get paid a set fee.
Affiliate programs seem to work the other way, with the resorts having to have the program and us being the affiliate.
We want it the other way because we will dozens of resorts, retreats, workshops, etc. that we are working with.
What is the best way to handle this. Are we better off finding a pay per click program that will track this?
Whether it is a pay per click program or affiliate program, if you have any recommendations, it would be great.
