Lancetech.biz – It is Scam or Real pay Site?

Hello,
I am from Bangladesh. In my area some people started a new TPC site. For the first time the company name was www.elancebd.com and right now they change it to www.lancetech.biz there are paying very big amount of money to the members.
Joining fees taking from the members $100 pay per click $ 0.1
Joining fees taking from the members $300 pay per click $ 0.3
Joining fees taking from the members $500 pay per click $ 0.9
But I have seen the Ads of some companies to the digital point they are selling the clicks (1000 Clicks = $.50 to $1) my question is if people are selling 1000 clicks by $0.5 or $1, How the
Lance Tech are paying up to $ 0.9 per click?
