mobile click validity check – last digit of IP address different ?

If only the last digit of the IP address of the phone on which ad was clicked (xxx.xxx.xxx.xx1) is different than the last digit of the IP address on which ad was displayed (xxx.xxx.xxx.xx2), is it considered as a valid click or an IP-mismatch invalid click?
