CPM ad network question

We are interested on building new CPM ad network with 0.1$ cpm rate. world wide traffic.
We wanted to know if it will be any supporters that will help and support us by publishing ads.
Please we want to know if there will be supporters.
We will pay low in the beginning until we build up more advertisers.
If we can reach at least 1M views daily we are ready to pay our publishers even for default ads.
Let us be informed if there will be Publishers supporting us.
