is Clicksor my only option?

I am a Publisher. My website gets 15000 uniques a month (just started – in my 2nd month), nich is news for entertainment and technology.
ValueClick and BurstMedia didnt workout for me, and I am looking for a PPM (Pay per Thousand), Adsense was horrible, I mean no one clicks unless you force them to click, and thats illegal, so im looking for high paying CPMs, with NO POPUPS.
I wanted to go with CasaleMedia, but I found out that because of their ads (smily ads) google might call your site a bad neighbor hood and reduce my ranking, and 90% of my traffik is search engine so I cant afford to lose them.
Now I am thinking about some other networks, and then thenre is clicksor, but red alot of horrible things about them . . . and I dont want to go for newbiew sites with very bad web design […]
