Regarding being an affliate of LinkShare for a non-US application

Hi, im a newbie in linkshare.com affliate program. Just wanted to apply some program with iTunes to earn some income. I am not familar with the tax form thingy.
I lived in Asia and as a non-US or Canada, do I need to fill up the tax form in order to proceed with it or shall I ignore it?
