Insurance Offers

Hello,
I make 8 to 14k a month running CPA and never receive any complaints except on insurance offers, I monitor all leads and they all appear clean yet i have yet to see a Auto or insurance offer ran that after a few days they complain it isn’t backing out for them.
Do they really think simple ZIp insurance offers are gonna have a high sale VS lead ratio?
