Pay Per Click vs CPM

Hi there,
I started building my site and thinking which will work better for me.
Pay Per Click or CPM?
My site will be a free step by step web design tutorial site, and I’m expecting my visitors to be "Returning Visitors"
My target market is in US and UK but I’m also expecting visitors from other countries.
What do you think?
