getting started on insurance leads

Hello,
I want to start collection insurance leads. I am planning to drive traffic only using PPC. I have done lead generation in other areas and been very successful.
I have no clue how the insurance market looks. I am sure it’s a lot of competition. Luckily, I am a web developer myself and my partner is an ad words expert. Is this enough to succeed? I know there is no answer to that question, but I wanted to ask anyway.
How do I find companies that will buy leads from me? I looked around at offer vault but didn’t find anything interesting.
