Just curious why

I am just curious, i wont mention any network out of respect but i will use examples,
I see some people making hundreds if not thousands a day with lower paying offers. so my question is
Why would anyone run a offer that pays 56 to 88 cents for incentive emails with content locking when they can make twice as much running that same offer somewhere else?
I know there incentive and that use to be what i thought as the reason but i seen incent emails go for 1.00 to 1.25 so why not just grab a public content locker and make twice as much? why make 2000 on 200 leads when you can make 4000 on 200 leads?
