Does paypal approves scam sites?

Does it or it doesn’t approve scam sites? I believe paypal aren’t messing with cheater sites. Why the old PPC scam bux.to doesn’t have paypal and the new NeoBux has? Because NeoBux and similar with pp cashout pay for real. So let’s see how for real is that register under me and help me reach 2 dollars for cashout just for the experiment
