Would I get same $ for a banner ad click irrespective of where my user is located?

Pardon my knowledge.
A) For Adsense, I know that amount for PayPerClick different for users from different countries because business owners pay different price for different geographical areas. But, how about if I buy a non-adsene banner ad – would I get same money each time user click the ad irrespective where my user is? For e.g If I have games site and I put a banner ad for XBOX or Kayak- would I get same $$ everytime a user click on the add irrespective where he is located?
B) What are best places to buy non-adsense banner ads?
