Need a cpm network with fixed rates

I need a cpm networks with fixed cost per 1000 rates that do not depend on traffic source nor the amount of clicks…
My sites gets 100k pageviews per month, last ad network i tried only gave me 50% of impressions and in the 2nd month the rates dropped 80% +_+
Note: paypal option would be nice…
