Is it a white-hat method to force people to complete a CPA form before accessing free

Free content? I just wanted to know if this is COMPLETELY ok with azoogle, commission juntion etc. Basically Im thinking of giving a product away for free, but monetize it by forcing the user to complete a cpa form. I know the conversion rate will be very high. Is this fine with the major networks? Or if you know if one where it is perfectly ok with, can you let me know?
