What are the CPA networks that gives access after performing the action?

Hello,
Please I need somebody to tell me what CPA networks give access to visitors after performing the action like filling surveys…etc exactly like CPAlead but unfortunately for me I can’t be accepted in that network because I publish copyrighted materials in my website.
