Google Adsense- Malicious condition easy enough to cheat any publisher!!!

I think that the same is just set to disable any account for which CTR/earnings are genuinely high.
So if google feels that you are earning very high without generating more impressions/clicks for them, they have way to forfeit your earnings.
I want to hear your views on this.
