Question about infolinks

Hello everybody
I would like to know more about infolinks website.
I saw one rule, here is it "I will not place the Infolinks ads on websites that include incentives to click on ads." As my English skills are not as good as i wish they could be i didn’t understood this one. So let’s say that i own GPT/PTC based website ( i have both, PTC Clicks and Get Paid To Do Offers as well on my website ) can i sign up with infolinks and earn with them?
If no, then can you please give me any other affiliate programs that i can work with.
