No traffic

There is something weird going on in one of my sites. It has been ranked #1 for a keyword for some weeks now, across different geographic locations, getting 70000+ searches according to Google Adwords but has no traffic. I checked the site through different IPs and even asked my friends overseas, and they all say my site is #1 for the keyword.
This is odd because my other site, which is the same structurally, has a lower rank but more traffic
I can?t understand. Is Google doing something that is causing this?
