Affiliates using surf sites

Just wondering if anyone else has had this problem
An affiliate has taken their hoplink and put it on a surf website and the backlinks are now using up all of my bandwidth with my server
I have received no income form this surfing and have tried blocking the site with a .htaccess file but it is not working
Since I did not have a cloak on my links I’m wondering if this was the problem or if there is anything else I can do to stop this happening
Any help would be appreciated
