PPC that allows duplicate content

Besides the ones that don’t allow duplicate content can any one list some that do allow it. I read that GoArticles.com seems to have duplicate content and they use ads by Affinity. Although i noticed that some their ads on GoArticles are not targeted.
I have plenty of plr articles and would take up alot of time just to rewrite them.
I understand unique articles are best as EzineArticles have less content on their site but seems to be more popular than GoArticles which has over 1.5 million. But GoArticles must be making money otherwise they wouldn’t have allowed it.
So basically i am looking for PPC that allows duplicate content (preferably targeted ads). I am sure there are plenty of duplicate article sites that have adsense but i don’t want to risk losing by adsense account over it.
