Best Ad Network for Video Site?

I am planning on creating a site that will have a lot of videos on the site to watch. The content will all be free to watch and I didn’t plan on having in-video ads(although it is a possibility), but I was wondering what ad network(s) I should start out with on the site? Probably thinking I will benefit a lot more from CPM than PPC, but I just want to weed out the crappy ones and find out which networks will actually pay and will pay a decent eCPM, or what would work best on a video streaming site.
