PPC and CPM and Other Stuff

As the time gets closer to the launch of our contextual advertisement network, I am once again back here to get a little bit of feed back on a proposal that is in place for the CPM side of our network.
When I first started to brain storm ideas for our publishers to always have inventory it came to me in many ideas.
I thought I would show CPA ads that still pay a CPC but a very small CPC (1 cent) and if the visitor that clicked converted I would credit the users account with a bonus 60 – 80% of the revenue generated from the sale.
Then I also considered doing the same thing but on a CPM basis. Where the publisher would earn from every impression as well earn a commission from the sale if one was generated.
