!! xapads.com scam $1000+ not paid !!

I have applied the publishers of www.xapads.com. I requested to be paid an amount several times. From the 21/07/2009 until 23/09/2009. More than 2 months, I paste the banners on my website. But I still do not receive payment. My account balance is more than U.S. $ 1,700.
I want to know. Who has received payment from this site?
Then this site scams defraud yes or no.
