Which ad network is best for PPC?

I’m confused.I’m using globalinteractive and adsense at the moment,does globalinteractive pay only for impressions?coz i’ve had so many visitors and clicks but the overall revenue increased only by a few dollars.Is there any other good PPC ad network,which accepts all kinds of sites other than these two?
