Lots of impressions minimal CTR%

I have a website in the Netherlands and in my adwords campaign i have a lot of impressions and good CTR% around 5%. On my English ads i have lots of vieuws (i only bid on exact match at the moment) but no clicks.
I split tested 5 ads but its not working..

138 clicks
0.75% CTR%
Any suggestions?
