Publisher, is there any ppc that allows paypal and proxy

I’m a publisher, I now own a proxy network, want to change from google ads, it’s really a pain in the ass those checks, etc.
So im looking for a ppc that allows proxy site( just ads in the front page, not on the proxified page) that is a good alternative for google ads and that actually is trustable.
