Pay Per Click Question

Hey people,
I was just wondering you know when someone clicks on a affiliate link you get paid let’s say $0.10, and if they click on it again it won’t give you another 0.10 cents, when can they click on it agian to get another $0.10? If let’s say they wait 24 hours could they click on it again or it’s one time for a unique ip address?
