API for searching PPC ads by keywords

Hi,
Does anybody know of an API (JSON, SOAP, but not HTML) that lets you search PPC ads by keywords?
I know about adCenter, but they insist you’ll be a US resident, and they approve manually publishers…
Is there anything else?
