Question – Google Search or others…

Simple question:
When I sign up for a campaign with google, or any other search engine, and I put in a keyword and set a budget, and it shows in the Search Engine Right Corner when I type the keyword in, If someone clicks on my AD within the search engine, do I get CHARGED???
Who gets the money, Google???
