Baidu (contextual?) ads questions

Hi, I have recently found Baidu contextual ads that seems a sort of Adsense.
I would like to know if somebody use this, because I have a site that gets good traffic from Hong Kong/China and Baidu Ads seems good for this site.
Unfortunately I cannot read Chinese…
Is this open also for people living outside China? (I’m in Europe)
What payment methods are available? (PayPal, Check,…)
