Get paid on both a CPC and CPM basis

I am looking at this cool AdNetwork called WidgetBucks and they say: "Revenue is earned on both a CPC and CPM basis".
Does this mean if I put one of their banners on my site I will get paid for each click and each 1000 impressions? Will they count a impression and a click as a click or both?
Are there any other AdNetworks that do this?
