Adsense account notification too delayed to arrive

Hi,
A couple of months ago, my adsense balanced reached $10, and it is supposed they sent me a PIN via postal mail.
The letter never arrived, and I requested again the PIN but I haven’t received anything yet. Is this normal? How long did it take to you to have your PIN people?
Today I have reached $135 and I want my money , in the web page says that I must re-request the PIN again!!!
What to do? I live in South America.
