What is PPC? How do I start?

Ok, I am here trying to get my feet wet, which, by the way, with the temperature the way it is, may make me sick.
Anyway, I started a post underneath another listing about "How do I make $10 today," because, I am just looking for a tangible "something" to help me get started. I don’t need the $10 physically, but, I need the psychological "rush" of having made money to propel me to make much more.
Anyway, someone mentioned PPC to me, but, as far as I’d be concerned, that would be a Pocket PC. Now, I know that it means Pay Per Click, but, beyond that, I have no clue. Apparently, according to my understanding, I can work some formula, and that formula, involving PPC, will equal extremely small amounts of money.
Am I right? If so, how do I start?
