I’m searching network like exoclick for advertiser

I’m searching network like exoclick with following parameters:
– min bid 1 cent (exoclick has very cheap and poor traffic but it still better than adwords, bidserver, adbrite…) – I pay 4c per click and I have a looot of clicks
– PayPal (or other fast payments)
