Double your earning …BUT is it legal ???

Hello,
I have been monitoring some sites which are using some tricks to increase their income from AVNADS.com and etology.com.
The methode is easy :
They just put some attractive pictures next to the text ads and this motivates customers to click more. a screenshot for the site http://www.za3ror.com/ is attached to explain what i mean.
I was going to do the same but i prefer first to find out if this action is legal or not.
