Ad Program that allows for members to click ads = reward

I know you cant do this with Adbrite, Adsense or Bidvertiser as it is against their TOS.
However, what l need as an ad network that allows for when x user clicks the ad they get x points added to their forum account.
This would require me to have a server-side script will be using php to register the clicks and add them to the user’s account.
So what l basically need is a site that allows me to redirect the user to their ad once the user has clicked the ad -> server side script -> ad.
Your suggestions would be appreciated,
